Is it time to fix the rate on your home loan

I work for a small accounting firm in suburbs. A great many of the firms clients are tradesmen and women. Most are doing it tough. Work is scarce and what work there is hard to get. Many are working for less than $10 per hour. Most have mortages and many are delinquent. The question I am constantly asked is: should I fix my home loan rate. Doe's any one have a clue about interest rates?
